Art is joined by science-fiction author and scientist David Kagan for the first 3 hours of the program. Their discussion centers on the prospect of generating cheap electricity by harnessing the sun's power and microwaving it to Earth via satellite. Kagan outlines how such a project would work-- it would involve putting a massive (3 miles by 6 miles) satellite into orbit to harness solar power with an output equivalent to five nuclear power plants. He also shares possible problems with beaming a high-powered microwave signal through the atmosphere.

His book Sunstroke is a fictionalized thriller using an actual NASA proposal as its premise. HAARP and ionospheric changes are discussed. The theory is also posited that changing the ionosphere will disrupt AM radio and shortwave transmissions, as well as interfere with the broadcast spectrum of television. Additionally, Kagan touches on the topic of crop circles, and how they could be formed by microwaves.
