For the first four hours, and in his first appearance ever on C2C, researcher Dr. Nick Begich discussed the secret government atmospheric testing facility known as Project HAARP (High-frequency Active Auroral Research Program), which was just being constructed at the time. He described it as a project with far-reaching implications for weather control, and even mind control applications, and warned that it might cause severe damage to the upper atmosphere.

Begich said his studies indicated that the frequencies used had the potential to "cause mood swings over very large geographical areas." He also speculated that HAARP could create an artificial EMP pulse (like during a nuclear detonation) and aim it at will anywhere on the planet.
