Author and radio expert Harry Helms discussed his research into the "shadow government." He first discussed frequencies for mysterious spy transmissions on shortwave radio, including some from Cuba, the proliferation of pirate FM stations, and HAARP. He went on to detail the dangers of a program to distribute internet content over power lines.

Helms outlined the ideas and research in his book Inside the Shadow Government. He found that in times of declared emergency, the President can circumvent the normal laws of the U.S. by executive order, and Helms worried about who decided what constituted an "emergency" and who could make this determination. He proposed a constitutional amendment to protect against this danger. Helms asked, "When has the government ever received an increase in its power and returned it to the people?"
